Reality, it's not for me, and it makes me laugh.

I've been so uninspired lately. I used to be able to throw sets like these together like it was nobody's business.

I'm feeling ambitious and desperate. I absolutely love this tank and found one ebay, but can't justify spending $30 for one shirt.
 
The most I've ever done with making my own clothes before are cutting jeans into shorts and bleaching them and dyeing shirts, and want to branch out some more.
 
Does anyone know of any tutorials or tips on working fabric to get this draped/folded/pleated (I'm kind of illiterate with this sort of thing...) ruffle effect? Any and all help will not go unappreciated. :)

Don't tempt me with that Lady & the Tramp one. My wardrobe is telling me yes but my bank account just wants rest.
